fix: kornia-0.8.2-r1, spandrel-0.4.2-r1 drop PYTHON_USEDEP from single-impl deps

sci-ml/pytorch and sci-ml/torchvision use python-single-r1
(python_single_target_*), not python-r1 (python_targets_*).
