dev-python/sidpy: new package, add 0.12.9

Pycroscopy SID base layer; foundation of pyUSID/pyNSID/SciFiReaders and
pyTEMlib. setuptools/setup.py backend with a static version file. The
test suite pulls in SciFiReaders (a downstream reverse-dep) and HDF5
fixtures, so RESTRICT=test.
