treewide: drop python3_11 from PYTHON_COMPAT

python3_11 no longer resolves for packages depending on dev-python/requests,
which dropped it. Raise the PYTHON_COMPAT floor to python3_12 across every
package in the overlay that still allowed python3_11, keeping the python3_14
profile default (ceiling raised to python3_14 where it was lower).

python3_15 is only kept where it was already declared and verified on 3.15
(mwparserfromhell: builds and tests pass); it is not added elsewhere, since
python3.15 is not installed here and could not be build-tested.
