dev-python/parsedmarc: new package, add 11.2.1

The core: file/IMAP/Maildir/mbox input, JSON/CSV, Splunk, syslog,
webhook and PostgreSQL output; OpenSearch, S3 and DoH as optfeatures.
Tests from the GitHub tarball, less the unpackaged backends.
