dev-python/opentelemetry-{api,semantic-conventions,sdk}: add 1.42.0
Fills out the 1.42.0 chain so the existing 1.42.0 exporter-otlp-proto-
{common,grpc,http} ebuilds resolve. Was a pkgcheck NonexistentDeps
finding -- the exporters had landed at 1.42.0 before the api/sdk
counterparts. 1.42.1 ebuilds for all three already exist; we now keep
both per same-minor retention.
All three share the opentelemetry-python monorepo tarball; copy of the
1.42.1 ebuilds with version reversed.

dev-python/opentelemetry-*: bump chain to 1.42.1
Add opentelemetry-{api,semantic-conventions,sdk}-1.42.1 to the overlay;
::gentoo has only 1.42.0 of these three packages and the exporter
ebuilds pin deps with ~...-$, so they must travel together.
Bump the five exporter packages (exporter-otlp, proto-common, proto-grpc,
proto-http, opentelemetry-proto) to 1.42.1 — all straight copies.
Drop 1.40.0 and 1.41.1 of the exporter packages (already committed).
