dev-python/opentelemetry-*: bump chain to 1.42.1

Add opentelemetry-{api,semantic-conventions,sdk}-1.42.1 to the overlay;
::gentoo has only 1.42.0 of these three packages and the exporter
ebuilds pin deps with ~...-$, so they must travel together.

Bump the five exporter packages (exporter-otlp, proto-common, proto-grpc,
proto-http, opentelemetry-proto) to 1.42.1 — all straight copies.
Drop 1.40.0 and 1.41.1 of the exporter packages (already committed).

dev-python/opentelemetry-exporter-otlp: new package

Convenience umbrella that pulls in the gRPC and HTTP OTLP exporters at
matching version. vllm declares this as RDEPEND for distributed
tracing.
