dev-python/opentelemetry-exporter-otlp-common: new package

The OTLP gRPC and HTTP exporters 1.45.0 moved their shared export
metrics, aggregation and HTTP client helpers into this new package
and require it. It ships in the same monorepo tarball as the rest of
the chain.

Its http extra is not pulled in: the transport is imported only for
type checking, and the HTTP exporter depends on it directly.
