dev-python/opentelemetry-exporter-http-transport: new package

opentelemetry-exporter-otlp-proto-http 1.45.0 sends through this new
pluggable transport instead of calling requests directly, and needs
its urllib3 extra. It ships in the same monorepo tarball as the rest
of the chain.

requests is now optional, reachable through the second transport
entry point. The transport tests mock HTTP with mocket, which is not
packaged, so those two files are skipped.
