dev-python/igraph: rename from dev-python/python-igraph

The project publishes on PyPI as igraph, and Gentoo's Python guide asks
for dev-python packages to carry their PyPI name. PYPI_PN and S, which
only spelled that out, go. profiles/updates moves installed copies, and
comfyui-if-trellis uses the new name.
