dev-python/gsm0338: bump to 1.1.0

Refresh PYTHON_COMPAT to python3_: the 3.8-3.10 targets no longer
exist in ::gentoo.

Upstream builds with poetry-core, so set DISTUTILS_USE_PEP517 accordingly
and let pypi.eclass build the SRC_URI.

Drop the RDEPEND on six and flake8: the package has no runtime dependency
at all. Drop the src_prepare override as well, since the sdist ships no
test directory to remove.
