Superseded within the 0.140 series by 0.140.13. Retention keeps the last

Retention within the 0.140 series, which keeps its last two in 0.140.2
and 0.140.7. Nothing selects 0.140.0 specifically: the only
version-bearing consumer atoms are the vllm range, which caps below
0.137 and so resolves to 0.136.3, and amd-gaia floor at 0.115.0.

0.136.3 stays for that vllm cap and 0.139.2 stays as the last of the
0.139 series.

dev-python/fastapi: add 0.140.7

Upstream pyproject is unchanged from 0.140.2 in every respect that
reaches the ebuild: the five base dependencies, the three extras, and
the requires-python floor all match, and the all extra still maps onto
the optfeature list one-for-one apart from the unpackaged fastapi-cli
cluster. The project.scripts block the prepare phase strips is still
present, so that sed keeps its target.

All five runtime requirements and their floors are unchanged from 0.140.0,
the build backend is still pdm-backend, and pyproject.toml still carries
the [project.scripts] block that python_prepare_all strips, so the ebuild

0.136.3 stays: vllm caps fastapi below 0.137.0 and nothing else in the
tree satisfies that.

dev-python/fastapi: add 0.136.3 so vllm resolves without ::guru

dev-python/vllm caps fastapi at <0.137.0, matching upstream, but nothing in
::gentoo or this overlay satisfied that range -- the nearest match lived only
in ::guru. Every vllm version was therefore uninstallable for anyone not
running that overlay, which pkgcheck had been reporting as NonexistentDeps.

The cap is not precautionary. fastapi 0.137.0 made router.routes a tree rather
than a flat list; model-hosting-container-standards walks that list to install
its handler overrides, and vllm calls it unconditionally when building the
app, so on a newer fastapi the overrides are skipped silently. Relaxing the
cap would have meant claiming support upstream has not given.

Imported at the last release before that change, with the retention rationale
recorded in the ebuild so it is not later mistaken for surplus.

dev-python/fastapi: add itsdangerous + pyyaml optfeatures

fastapi's `all` extra pulls in itsdangerous (SessionMiddleware) and pyyaml,
both packaged in ::gentoo; surface them as optfeatures alongside the
existing set. Also correct the RESTRICT=test rationale: pydantic-extra-types
lives in ::stuff now, not guru-only (pwdlib/sqlmodel/strawberry-graphql
remain guru-only).

Left annotated-doc at >=0.0.2 -- that is the 0.139.2 pyproject floor;
::gentoo's >=0.0.4 is stricter than upstream requires.

dev-python/fastapi-cli is not packaged in ::gentoo or here, so the
optfeature suggestion pointed at a nonexistent atom. ::gentoo carries the
same line commented out for the same reason. The [project.scripts] strip
in python_prepare_all is unchanged.

dev-python/fastapi: import from guru

Forked at 0.135.3 because mhcs and vllm both list it as RDEPEND and
guru is not declared as a master in our layout.conf. Stripped the
test? () BDEPEND block — its dev deps (pwdlib, sqlmodel, strawberry-
graphql, pydantic-extra-types) all live in guru only and forking the
chain just to run upstream's test suite is more cost than benefit.
