dev-python/fastapi: import from guru
Forked at 0.135.3 because mhcs and vllm both list it as RDEPEND and
guru is not declared as a master in our layout.conf. Stripped the
test? () BDEPEND block — its dev deps (pwdlib, sqlmodel, strawberry-
graphql, pydantic-extra-types) all live in guru only and forking the
chain just to run upstream's test suite is more cost than benefit.
