dev-python/dask-cuda: enforce upstream dependency bounds

The exact 26.08.00 pyproject requires setuptools 77 or newer and constrains cuda-core
below 2 and NumPy below 3. Retain those compatibility bounds after replacing the
RAPIDS build shim with its setuptools backend.
