Bump PYTHON_COMPAT to add python3_15 across flagged packages

Covers dev-libs/libcbor, dev-python/btest, dev-util/nvidia-cuda-toolkit,
mail-filter/dkimpy-milter, net-analyzer/zeek, and sys-fs/bcachefs-tools
per pkgcheck's PythonCompatUpdate notices.

pkgcheck cleanup: fix BadDescription, ExcessiveLineLength, BadFilename, RequiredUseDefaults

- dev-python/btest, sci-ml/ollama: drop trailing full stop in DESCRIPTION.
- dev-util/nvidia-cuda-toolkit-13.3.0: wrap two >120-char lines.
- sys-auth/pam_u2f: SRC_URI had no "-> filename" rename, so the
distfile downloaded as the generic "v1.4.1_rc1.tar.gz" instead of a
package-prefixed name; add the rename, bump to -r1.
- dev-util/claude-usage-monitor, mail-filter/dkimpy-milter: add
python3_14 to PYTHON_COMPAT. ::gentoo's default PYTHON_TARGETS is
now python3_14 (profiles/base/make.defaults), so without it a
default-profile emerge hit a REQUIRED_USE failure outright, not
just a pkgcheck advisory. Verified every RDEPEND for both packages
already has python3_14 support in ::gentoo before adding it. Bump
claude-usage-monitor to -r1, dkimpy-milter to -r2.

Left alone (see ci-triage skill notes): PythonCompatUpdate hints for
packages whose current PYTHON_COMPAT already satisfies the profile
default; net-analyzer/zeek's DeprecatedDep on dev-python/gitpython
(zkg genuinely needs GitPython's API, dulwich isn't a drop-in
replacement, would need upstream code changes); sys-fs/bcachefs-tools'
NonexistentBlocker on sys-fs/bcachefs-kmod (that package lives in
::guru, which isn't a master of this repo, so pkgcheck can't see it —
the blocker itself is correct); www-misc/zoneminder's TarballAvailable
(upstream only publishes that dep as a GitHub archive zip).
