dev-python/anthropic: add 1.2.0

The runtime dep set is unchanged from 1.0.0 -- the 1.2.0 sdist's
Requires-Dist matches -- so the ebuild is a straight copy, with the
verification note re-stamped against this version rather than left pointing
only at the 1.0.0 audit.

Upstream's major ceilings are carried through as well as its floors: anyio
<5, docstring-parser <1, httpx2 <3, jiter <1, pydantic <3, sniffio <2,
typing-extensions <5, plus the sniffio >=1 floor that had been dropped and
the hatch-fancy-pypi-readme BDEPEND range (>=22.4, <26). These are
Anthropic's own declared API-compat bounds, not Dependabot noise, so they are
worth representing -- contrast the cap-relax recipe, which is about
bot-generated caps that never had a compat basis. Without them a future
::gentoo bump to e.g. jiter 1.x would be silently accepted by an ebuild
claiming 1.2.0 supports it.

All eight bounds checked satisfiable with headroom before landing (anyio
4.14.2, docstring-parser 0.18.0, httpx2 2.12.0, jiter 0.16.0, pydantic
2.13.4, sniffio 1.3.1, typing-extensions 4.16.0, hatch-fancy-pypi-readme
25.1.0). verified 2026-08-29 against the 1.2.0 sdist.

metadata: normalize tab → 2-space indent in 42 imported files

42 metadata.xml files inherited tab indentation from their origin
overlays (mostly the ROCm cluster, plus a handful of dev-python and
AMD-tooling imports). The overlay convention is 2-space; this brings
them in line with the other 498 files. Maintainer attributions
preserved verbatim.
