treewide: set PYTHON_COMPAT to python3_

Add python3_14 (the profile default) and raise the floor to python3_12,
dropping python3_11 and older stale targets that no longer resolve.

treewide: HOMEPAGE and metadata.xml hygiene

http->https and moved/renamed HOMEPAGE URLs; document local USE flags, correct
remote-ids, fix the DOCTYPE line, and normalise metadata.xml whitespace. Pure
metadata: no SRC_URI, ebuild logic, or Manifest changes.
