dev-libs/c-periphery: new package, add 2.5.0

Userspace GPIO/LED/PWM/SPI/I2C/MMIO/serial library, needed as the
system backend for dev-lua/lua-periphery so it no longer has to link a
bundled static copy. Built as a shared library through upstream's
CMake; the subslot follows its <major>.<minor> SOVERSION.

The linux-headers floor matters: without the GPIO v2 character-device
ABI (5.10) the build quietly falls back to sysfs GPIO only. Upstream's
test programs need real peripherals, so they are not built.
