dev-lang/vala: add 0.58.0_p20261028, replacing vala-frida

Slot 0.58 snapshot of Frida's Vala fork, pinned to the commit in
releng/deps.toml of frida 17.25.2. frida-core refuses to configure with
any other compiler. Only the versioned names are installed, so the stable
slot is untouched.
