Fixed dependencies ( forgot perl, dtc needed to be DEPEND)

dev-embedded/rpi-utils: new package, add 9999

This is upstream's replacement for the old raspberrypi-userland repo.
It contains just the scripts/binaries and not the unmaintained proprietary libraries.
