dev-cpp/backward-cpp: Keyword 1.6-r1 for ~arm

The signal handler already reads the 32-bit ARM program counter
(uc_mcontext.arm_pc), and nothing in the ebuild is
architecture-specific.

dev-cpp/backward-cpp: include dlfcn.h on every Linux build

Dl_info is used by all Linux backends, but <dlfcn.h> was only included
for the BFD and DW ones. glibc pulls the header in indirectly, musl does
not. Backport of upstream PR #221, which landed after 1.6.
