Overlay-wide QA, license, and metadata cleanup

Resolve all actionable pkgcheck findings and license issues across the
overlay. Verified: all ebuilds pass `bash -n`, Manifests regenerated,
and pkgcheck reports zero license, style, or correctness findings.

kiro-cli-bin:
- Drop obsolete q/qchat patches and the q-stub USE flag/install logic
- Add QA_PRESTRIPPED for the shipped pre-stripped binaries

Licenses:
- Add licenses/Kiro and licenses/Anthropic-TOS
- kiro-cli-bin, kiro-ide-bin: use LICENSE="Kiro"
- Fix invalid "MIT License" -> "MIT" (googlenewsdecoder, pyunifi)

Style/QA (mechanical):
- Fix VariableOrderWrong to canonical metadata order
- Fix BadDescription (trailing periods, >80 chars, generic names)
- Remove EmptyGlobalAssignment lines
- Fix whitespace, blank lines, and overlong lines
- StaticSrcUri: use $/$(ver_cut)

Correctness:
- libvirt: add -r0 to >virtualbox/>numactl deps (MissingPackageRevision)
- nagios-check_iping: drop $ from exeinto, use $ in elog
- imapsync, coppermine: switch zip->tarball (unpacker dep + filename)
- rqm, tyan-bmc-cert: rename distfiles via -> to avoid name collision
- profiles/updates: rename qbin -> 4Q-2025 (valid update filename)

Cargo eclass modernization (rqm, tyan-bmc-cert):
- Use $ and name@version CRATES separators

Metadata:
- Add 24 metadata.xml files with upstream remote-ids
- phpvirtualbox: populate longdescription, fix remote-id to github

PYTHON_COMPAT:
- Add python3_15 to packages where supported
