app-portage: fix portage-gh-auth g2 lint and bump revision

Shorten installation guidance to satisfy g2's 80-column rule while
preserving GitHub CLI setup instructions and authentication behavior.
Refresh the Manifest and point offline regressions at -r2, adding an
explicit line-length check to prevent recurrence.
