Add app-pda/idevicerestore and its dependencies

This adds app-pda/idevicerestore (1.0.0, 9999) along with required
dependencies that might not be in the Gentoo main tree or updated:
app-pda/libirecovery (1.0.0 to 1.3.1, 9999) and app-pda/libtatsu
(1.0.5, 9999).

Also generated Manifest files, metadata.xml, and md5-dicts.

app-pda/libirecovery: new package (1.3.1 and 9999)

Adds new ebuilds for app-pda/libirecovery. This provides the
irecovery CLI tool to communicate with iBoot/iBSS via USB.
Includes both a versioned snapshot (1.3.1) and a live
(9999) ebuild using git-r3.

Follows Gentoo conventions for autotools, udev rules,
and system dependencies.
