Add missing Manifest for app-pda/libideviceactivation

Resolves emerge failure caused by "Insufficient data for checksum
verification" when attempting to install libideviceactivation. Created
Manifest entry using g2 manifest upsert-from-url to provide missing
BLAKE2B and SHA512 hashes.

fix: correct libplist dependency category in libideviceactivation

The `libplist` package is situated in `app-pda/libplist`, not `dev-libs/libplist`. Corrected this in both ebuilds to resolve "emerge: there are no ebuilds to satisfy" dependency issues.

app-pda/libideviceactivation: new package

Adds ebuilds for libideviceactivation to provide the
ideviceactivation CLI. Includes 1.1.1-r1 and a 9999 live ebuild.
