*/*: Update URIs to use HTTPS and follow redirects

Various packages still used old HTTP URLs where HTTPS is available or
had outdated URLs which were redirected to new upstream websites. This
commit takes all these URIs and updates them to use HTTPS where
available and follow redirects if necessary.
