Fix g2 lint errors including unused distfiles and invalid metadata

- Clean up unused DIST files across all Manifest files using `g2 manifest clean`.
- Fix invalid dynamic SLOT variable in `dev-util/kdevelop/kdevelop-25.12.3-r1.ebuild`.
- Add missing `metadata.xml` to `dev-util/kdevelop`.
- Add missing maintainer information to `dev-util/layerx-bin/metadata.xml`.

ci: fix PR check g2 lint failures

This fixes issues identified by `g2 lint` across the repo, including missing `metadata.xml` files, packages with no `<maintainer>` defined, missing or invalid `Manifest` files, missing md5-cache entries, and invalid SLOT variables.
