app-misc/qflipper: new package, add 1.3.3
Flipper Zero desktop app + CLI built from source with Qt6 (pentoo's
net-wireless/qflipper not wanted as a whole overlay). Includes the Qt 6.9
operator== fix; builds against Qt 6.11.3 from ::gentoo. udev rules via
udev.eclass with uaccess only (upstream's GROUP=dialout dropped).
Smoke-tested in a stage3 container: qFlipper-cli --help, GUI start
(offscreen), udevadm verify.
