Add kjules KDE application ebuild

Adds a Gentoo ebuild for `app-misc/kjules` at release version `v0.0.1`.
The ebuild inherits the `ecm` eclass to manage the CMake build process and sets
`-DBUILD_TESTING=OFF` for the release build. Also includes the requisite
`metadata.xml` and generated md5-dict cache.
