app-misc/gemini-cli-bin: add new package

Adds the Google Gemini CLI tool as a global pre-compiled app-misc/gemini-cli-bin package fetching it directly from the npm registry without utilizing the npm binary, ensuring correct permissions and resolving npm dependency issues. A github action workflow is also added to keep it updated.
