diffusers: pin huggingface-hub 0.36.2, declare the full runtime closure

The unpinned hub pulled 1.30 (forbidden by transformers <1.0) and the
build only looked green before the smoke test existed. Every tree
package the venv layer imports is now an explicit atom; ninja is the
binary torch's cpp_extension shells out to, not a python module.

app-local-ai/python-common: one shared helper+stub package for all python backends

diffusers consumes it via PYTHONPATH; its own copies and the stub half
of its gen script are gone, and an import smoke test at the end of
src_install now catches closure drift at build time.
