acestep-cpp: new backend, text-to-music via acestep.cpp
New app-local-ai/acestep-cpp, LocalAI's ACE-Step music-generation
backend: the acestep.cpp engine (with its ggml submodule replaced by
the pinned ServeurpersoCom fork tarball) compiled into a dlopen-able
module library behind LocalAI's CGO-free Go gRPC server — the standard
local-ai-ggml-go layout, same shape as stablediffusion-ggml.
Notes:
- plain GGML_* toggles, no CMake variable overrides needed
- one compute library honoring CFLAGS instead of upstream's four CPU
variants; run.sh points ACESTEP_LIBRARY at it
- USE=rocm is untested upstream (they export ROCm clang, the eclass
uses hipcc); first rocm build will tell
