app-i18n/rime-ice: drop no-op EGIT_MIN_CLONE_TYPE

EGIT_MIN_CLONE_TYPE=shallow is git-r3's default (a no-op), and an ebuild cannot force a clone shallower than the user's EGIT_CLONE_TYPE, so the accompanying "force shallow" comment was misleading. Remove both.
