rime-data*/*: Correct the maintainer info

Before, the all rime-data* pkgs is prepared for pushing into the
::gentoo repo, and the main maintainer of all the fcitx5 related
packages is "Yongxiang Liang <tanekliang@gmail.com>" for now, so I added
all fcitx5 related maintainers into the metadata file.

Unfortunately, rime-data* packages have not been pushed into the
::gentoo repo for now, so move all these packages into this overlay for
further maintenance, also note that the only person currently
maintaining these packages is myself.
