app-dicts/fcitx-pinyin-sougou-dict: add 20260520, drop 20260319

app-text/imewlconverter-3.4.3 dropped the old -i:scel/-o:libimetxt Makefile
syntax for a GNU-style CLI, so the in-tree 20260319 and this version both fail
to build against it. Patch the two ImeWlConverterCmd calls to the new syntax and
glob the .scel files -- a directory argument silently exports zero entries --
then raise the imewlconverter BDEPEND floor to 3.4.3.
