*/*: use subslot deps for libraries that are linked

Without the := operator portage has no record tying these packages to the
library ABI, so a soname bump leaves a preserved lib behind instead of
scheduling a rebuild. Every atom here was confirmed with scanelf: the
installed binaries DT_NEEDED a soname owned by that package.

Qt6 and KDE Frameworks are deliberately left alone. Their subslots change
on every release without the soname changing, which is why the tree depends
on them with a plain slot.
