ci: fix PR check g2 lint failures

This fixes issues identified by `g2 lint` across the repo, including missing `metadata.xml` files, packages with no `<maintainer>` defined, missing or invalid `Manifest` files, missing md5-cache entries, and invalid SLOT variables.

Add Polkit policies for systemctl delegation

Creates acct-group/systemctl-operators to provide a shared group for delegations.
Creates app-admin/polkit-systemd-docker-control, app-admin/polkit-systemd-cups-control, and app-admin/polkit-systemd-ollama-control.
Each installs a strict Polkit javascript rule allowing members of the systemctl-operators group to start, stop, and restart the respective systemd services.
Update maintainer email in metadata.xml files to gentoo@arran4.com.
