fix(app-admin): align Go BDEPEND floor with upstream go.mod

amazon-ssm-agent 3.3.4515.0 and amazon-cloudwatch-agent 1.300067.0 both declare go 1.25 in their go.mod, but our ebuild BDEPEND still said >=dev-lang/go-1.21 (stale from earlier ebuilds). The eclass-injected >=1.24.11 floor was masking the discrepancy at build time, but the declared intent was wrong. Keep older ebuilds at 1.21 since they were correct against their own go.mod snapshot.

rato-verlay: squashed history

Single-commit root for the public Gentoo overlay containing AWS-specific ebuilds (amazon-ssm-agent, amazon-cloudwatch-agent, amazon-efs-utils, victoria-metrics, kiro, dcv) and the daily/weekly automation hooks. Older commit history was wiped to keep the public-facing repo small and free of operational noise; meaningful changes from this point forward are tracked normally.
