net-vpn/windscribe-bin: add 2.24.13
Package Windscribe's official amd64 Debian release with Portage-managed files, accounts, and systemd/OpenRC helper services. Skip Debian maintainer scripts and mark the platform as Gentoo so updates remain under Portage.
