x11-terms/wezterm-nightly-bin: new package, add 9999

- wezterm hasn't had an official stable release in more than 2 years
- it is still extremely active and nightly releases are preferred way to install it
- this live ebuild pulls the raw nightly binraries from upstream GitHub CI
- blocks official x11-terms/wezterm so they can not be installed together
