x11-apps/skb: fix format string handling in 9999

XKB layout names are external data and may contain percent characters. Pass them as string arguments instead of interpreting them as snprintf formats.

(pf-sources-style tab+email-only, bidict-style 2-space+name,
plus a handful of one-off indents) onto a single canonical form:

- DTD URL on https
- 2-space indentation
- <maintainer type="person"> with both <email> and
<name>Ivan S. Titov</name>

Only the Titov maintainer block is touched; co-maintainers and
::gentoo proxy-project maintainers in forked packages are left
as-is. 66 files changed; pkgcheck scan identical before and
after.

- Drop 0.3 (overshadowed by 0.4)
- EAPI 7 -> 8 on 0.4; both: add x11-libs/libX11 dep, drop cruft,
neuter the Makefile strip calls, use toolchain-funcs for CC/LD
- 9999: install both binaries (xskb was added post-0.4), patch
xkb.c to forward-declare eprint() so GCC 15 (c23 default) doesn't
reject the implicit declaration
