virtual/dist-kernel-7.1.9-r100 lists the binary above the source package,
so portage installs the prebuilt kernel instead of compiling one.

sys-kernel/gentoo-cjk-kernel-bin: add 7.1.8
因为 binhost 为 `cjk32` 另发布一份 gpkg，所以增加 `cjk32` USE，`SRC_URI` 按它在
`.amd64.cjk32.gpkg.tar` 与 `.amd64.gpkg.tar` 之间取。
因为发布的包以 `USE=-modules-sign` 构建，`certs/signing_key.x509` 是 0 字节，所以
覆盖 `SECUREBOOT_SIGN_CERT` 前先检查文件非空，否则 `openssl x509` 必然失败。
