sys-firmware/seabios, media-libs/oidn: build with python3_14

Both stop at python3_13 in ::gentoo and use Python only at build time,
which kept dev-lang/python:3.13 installed on a 3.14-only system through
app-emulation/qemu (seabios) and media-gfx/blender (oidn).

sys-firmware/seabios: 1.17.0 (::gentoo is at 1.16.3). Upstream dropped
the built-in DSDT and its "iasl" make target, so the ebuild no longer
calls it nor depends on sys-power/iasl. KEYWORDS are ~arch: ::gentoo
never stabilised this version. files/ is kept identical to ::gentoo's,
including the unused config.seabios-128k, which raises the documented
orphan floor in CLAUDE.md from 4 to 5.

media-libs/oidn: ::gentoo's 2.3.3-r1 with PYTHON_COMPAT widened; the
older 2.3.2-r1 and its patches are not carried. Upstream is at 2.5.1,
left for a separate bump (two series, subslot change, patch rebase).

Both carry a BENTOO-DIVERGENCE: BDEPEND tag and an autoupdate record
saying when to drop them: once ::gentoo lists python3_14.

Verified locally, unprivileged (no merge into the live system):
- full src_install of both with "Using python3.14";
- seabios 1.17.0 boots in QEMU (BIOS + VGA option ROM run);
- oidn weight blobs from blob_to_cpp.py are byte-identical under 3.13
and 3.14, and the image file list matches the installed package;
- pkgcheck: informational only; gentoo-parity.sh: JUSTIFIED, exit 0;
- emerge -puDN @world no longer pulls dev-lang/python-3.13.16.
