sys-devel/x86_64-multilib-toolchain: fix compilation on clang systems

When using Clang as the systemwide toolchain, even with package.env
overrides, the toolchain functions do not properly set up the environment
for building gcc or glibc. This is also a bug in Crossdev upstream.

Manually set all the required envvars so that compilation works
on all system toolchains.
