sys-apps/ugrep: Initial commit in my overlay

Based on guru overlay <-- https://gpo.zugaina.org/sys-apps/ugrep/

* Reordered USE in ebuild to match ./configure --help
* Renamed some USEflags to match other packages
* Fixed the FEATURE=test case
* Tested various combinations of uselflags

If I use this more, I may eventually proxy-maintain it.
