iptsd, surface-dtx-daemon: ship systemd units AND OpenRC init scripts unconditionally

- iptsd (3.1.1 + new 9999): drop USE=systemd; install iptsd@.service always; OpenRC
multiplexed init script (iptsd manager + iptsd.hidrawN instances, supervise-daemon),
conf.d, /usr/libexec/iptsd-openrc udev helper; one udev rule picks systemd or OpenRC at runtime.
- surface-dtx-daemon (0.3.12, 9999): OpenRC init script + conf.d for the system daemon, OpenRC
user service (/etc/user/init.d) and XDG autostart entry for surface-dtx-userd.
- README: service docs.
Tested on OpenRC and systemd stage3 containers (no real hardware: start/stop/supervision only).

sys-apps/surface-control 0.5.1, surface-dtx-daemon 0.3.12 releases

New release ebuilds with CRATES (pycargoebuild), so they no longer need
network at build time; keep a tidy -9999 for each (no KEYWORDS on live
ebuilds). dtx: install dbus policy, udev rule, systemd system/user units
via the eclass helpers. Test: both emerged in a Gentoo stage3 container
(surface 0.5.1, Surface DTX Daemon 0.3.12).
