Version bump and rewrite of sys-apps/newrelic-sysmond for 2.0.3.113

The following enhancements were made compared to the original ebuild provided
by Gentoo:
- Switched to EAPI 5
- Install binaries below /opt/newrelic/bin instead of /usr/sbin
- Restrict the configuration file to the newrelic group (as it contains
a personal license key)
- Rewrite of the init-script to use the newer default functions
- Provide a logrotate configuration
