sci-physics/sasview: drop python3_11 from PYTHON_COMPAT

6.1.3 claimed PYTHON_COMPAT=python3_, but its hatchling
build-deps in this overlay (dev-python/hatch-build-scripts,
hatch-requirements-txt, hatch-sphinx) all carry PYTHON_COMPAT=
python3_. The 3.11 target was therefore never solvable -
pkgcheck's NonsolvableDepsInStable ~amd64 fired on the bdepend
chain for this reason.

Narrow sasview to python3_ to match what the hatch-*
toolchain actually covers. python 3.11 is EOL in upstream terms
(3.14 is the current Gentoo default target anyway), so narrowing
is preferable to broadening the hatch-* range.

sci-physics/sasview: drop fictional ~x86 keyword

6.1.3 rdepends on a long chain including dev-python/bumps,
dev-python/numba, dev-python/sasmodels, dev-python/periodictable,
dev-python/pyopencl, dev-python/pytools, dev-python/siphash24,
dev-python/superqt, dev-python/tccbox, ~dev-python/pyausaxs-1.0.4.
None of those carry ~x86 in ::gentoo (some are even ~amd64-only
here), so the ~x86 claim was never solvable.

Drop ~x86. The remaining ~amd64 NonsolvableDepsInStable findings
(hatch-build-scripts, hatch-requirements-txt, hatch-sphinx in
bdepend; the same rdepend chain) are separate real items and are
left for a dedicated follow-up.
