sci-physics/oommf: bump EAPI 5 -> 8, switch SRC_URI to https

All three OOMMF ebuilds (1.2_beta4, 2.0_beta0, 2.1_alpha2) sat at
EAPI=5 with plain-http distfile URLs. NIST now redirects http to
https; eight is the overlay default; nothing else needs to change
since deps and src_compile/src_install logic still work as-is.
SRC_URI tags continue to match the latest release for each series:
12b4_20200930 (1.2), 20b0_20220930 (2.0), 21a2_20250930 (2.1).

plus a handful of one-off indents) onto a single canonical form:

<name>Ivan S. Titov</name>

Only the Titov maintainer block is touched; co-maintainers and
::gentoo proxy-project maintainers in forked packages are left
as-is. 66 files changed; pkgcheck scan identical before and
after.
