sci-physics/oommf: depend on tcl on the build host, die on doc removal

The build runs pimake under tclsh on the build host, but Tcl was only
in DEPEND and RDEPEND. Removing the doc tree before the install copy
also went unchecked, so a failure would have installed it.

sci-physics/oommf: check pimake's status in every ebuild

The ebuilds ran pimake without checking its status, so a failed
compile still installed. Every pimake call now has || die, and the
upgrade step goes: it only clears files left by an older in-place
install, removes nothing from a fresh 1.2 or 2.0 tree, and fails
outright on 2.1's unsupported userguide part. objclean also moves from
src_install to the end of src_compile: OOMMF 2.x refuses to run as
root, so the install-phase call failed silently and every 2.x install
shipped its object files.

sci-physics/oommf: correct LICENSE

HPND was never OOMMF's licence. NIST's code ships under the NIST
software statement and is not subject to copyright in the US, which
::gentoo labels public-domain for its own NIST packages (tnt, jama,
dataplot), keeping it in @FREE. The OXS extensions that 2.x compiles
into oxs add GPL-2+ (thetaevolve), GPL-3 (xf_*) and, from 2.1, MIT
(oommf-mel); 1.2b4's 2dpbc files carry a GPL-3 LICENSE. In 2.x, seven
extensions state no licence of their own; the 2.x ebuilds' comments
name them.

sci-physics/oommf: install each slot to its own directory

The 1.2, 2.0 and 2.1 slots all installed to /opt/oommf and
/opt/bin/oommf.sh, so a second slot collided with the first. Each now
installs to /opt/oommf-<slot> with an /opt/bin/oommf-<slot> launcher,
which also passes its arguments through to oommf.tcl, as oommf.sh did
not. The published ebuilds are revision-bumped; pkg_postinst names the
new launcher.

sci-physics/oommf: bump EAPI 5 -> 8, switch SRC_URI to https

All three OOMMF ebuilds (1.2_beta4, 2.0_beta0, 2.1_alpha2) sat at
EAPI=5 with plain-http distfile URLs. NIST now redirects http to
https; eight is the overlay default; nothing else needs to change
since deps and src_compile/src_install logic still work as-is.
SRC_URI tags continue to match the latest release for each series:
12b4_20200930 (1.2), 20b0_20220930 (2.0), 21a2_20250930 (2.1).
