sci-physics/numagsans: add 1.0.0

Package the first tagged release for CUDA-capable systems, including
its sample configuration and complete bundled data set.

Require CUDA at configure time so a missing toolkit cannot produce an
empty successful build. Use C++17 consistently and reject a missing
input argument before dereferencing it.
