sci-ml/torch-pitch-shift: new package, add 1.2.5

GPU-friendly differentiable pitch-shifting for PyTorch tensors.
Imported as a runtime dep of sci-ml/torch-audiomentations on the
pyannote.audio path.

Pure-python wrapper over sci-ml/{pytorch,torchaudio}; SINGLE_IMPL
to match. Multi-impl deps (primepy, packaging) wrapped via
python_gen_cond_dep. Tests restricted (audio fixtures).
