soup-cli: widen PYTHON_COMPAT to 3.12-3.14

Upstream's <3.13 ceiling protects pip users from torch wheels outside
its CI matrix (opaque libc10 loader crashes, upstream #358); with
sci-ml/pytorch built from source that hazard does not apply. The
requires-python relax also cleans the installed metadata for
'soup env check', like the typer pin.

sci-ml/soup-cli: new package, LLM fine-tuning CLI, with its dep tier

soup-cli (trysoup.dev): LoRA/QLoRA, SFT and preference trainers from
one YAML, GGUF export for serving via LocalAI. Fully orthodox
packaging - no venv, every dependency a tree or overlay package.

New packages:
- sci-ml/soup-cli-0.75.1: hatchling build from the PyPI sdist; the
typer<0.21 CI-precaution ceiling is relaxed by an anchored sed
(tree's 0.27 verified against the full CLI surface), which also
cleans the installed metadata for 'soup env check'
- dev-python/peft-0.21.0, dev-python/trl-0.29.1: HF trainers,
all-tree deps, tests RESTRICTed (need GPUs/network)
- dev-python/plotext-6.1.0: derived from GURU's 5.3.2 (no 6.x there)

Parked: bitsandbytes (QLoRA) - prebuilt-binary wheel, needs a
source-built package; soup imports it lazily, everything else works.
